DSEAR

Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) (SI 2002 No.2776) is the primary legislation for controlling substances that cause fires and explosions in the workplace.

Before work, employers must assess risks from dangerous substances by identifying and examining:

  • The dangerous substances present
  • Work activities involving these substances
  • How these substances and activities could harm people

This helps employers decide how to eliminate or reduce risks. If no significant risk exists, no further action is needed. If risks are present, employers must take additional measures to comply with DSEAR. Employers with five or more employees must record significant risk assessment findings.

Asbestos

Asbestos consists of naturally occurring fibrous minerals. Due to health risks from inhalation, the importation of blue, brown, and white asbestos is banned in the UK. People may encounter asbestos in existing building materials and products. 

Regulations include the Control of Asbestos Regulations 2012 and its Approved Code of Practice and guidance. The dutyholder, responsible for managing asbestos, could be the building owner, landlord, or the person/organization in charge of maintenance. They must protect people from asbestos exposure risks. 

CDC offers Asbestos Awareness courses and conducts Asbestos surveys to assist dutyholders in fulfilling their legal obligations.
